How do u handle a domestic violence issue in your apt complex? no one even came out to help? is that typical?

im not sure i tink it was a domestic violence, im 95% sure it was. they are in my compllex the were fighting and the girl screamed for help 3 or 4 times, thing is i dont think any neighbors ever came out to help.i called 911 but was too afraid to step out, im a girl. i was shocked that none of the men in my complex stepped out to help, the guy fighting the girl ws no big or tall at all. i thought for sure that someone would help but i dont think anyone did. is this typical? eventually the police did come. the police dispatcher said they dont turn on their lights for that type of call? why? he coulda be trying to kill her. im really scared too, whats the best way to handle that?
