Counter Strike Max CPU Bots?

If I host a game, and I set there to be 8 bots, and I tell the bots to all join the terrorist, only 3 show up. What happened to the other five? Now if I tell the bots to join either team, there will be 4 bots on each team. How can I get more than 3 bots to join one side only? Is there something that I have to change in the console?
