Quarantine or Delete Virus?

My Computer Just Recently found two files of malware which have been quarantined.When it means quarantined does that mean it can no longer affect me or does that mean its a temporary block.Also if i choose to delete these detections where would i find them.I have Avira free anti-Virus.and have windows 7 which is similar too windows vista.
