Does anyone know a really cheap car rental place in los angeles?

I am looking for dependable cars that cost as little as possible. I am 25+. Also, should I purchase full insurance for these cars even if I have my own basic liability insurance? I mean are rental companies sensitive if you get scratches etc. on the car?
